Missing conditions

So I was digging into the editor, trying to learn how to treat Automatic Bonus Progression as one level less for an NPC, and in playing with the adjustments, and I realized none of the weather conditions are available as adjustments for PCs/NPCs, but they are availalbe for armies. There may be others, but those are the ones I noticed immediately.

So my question is, does anyone know if this by design or is this a bug? If it's by design, I can try creating a user data file that adds those conditions in for PCs/NPCs, but I don't really want to do that if it's a bug of some sort that needs to be fixed.
 
Nevermind, now that I look at the structure of the data, the conditions were defined for armies only. It looks like I would have to add custom weather conditions (and maybe a few others) if I wanted those available for PCs/NPCs.
