M&M 3rd ed. Metamorph bug (or my misunderstanding)

I'm not 100% sure if this is a bug or me not understanding the rules correctly.

Anyway, say I've got a character who has two different heroic forms. He can transform from his civilian identity into either form, and switch directly between the two forms at will. So far that's easy enough. It's just Morph 1 (one additional form) with the Metamorph extra. 6 points. Further, if I'm reading the rules correctly, both forms need to have the Morph/Metamorph power. ("All of your forms must have your full Morph effect as well; those power points cannot be reallocated.")

When I try to create this character in Hero Lab, I obviously start by creating Hero A. After I give Hero A Morph/Metamorph, a new character appears in the dashboard: Metamorph Form (Hero A). So far so good. Now if I go and edit that character, changing the name to Hero B, then when I give him Morph/Metamorph, Hero Lab creates another dude in the dashboard: Metamorph Form (Hero B).

All of which leads me to the conclusion that either this is a bug or else I'm confused about how Metamorph is supposed to work.

You're right, I don't see it said anywhere that the second character doesn't have to take Metamorph. Does anyone know if that's clarified somewhere? If not, I'll fire off a question to GR about it.

For now, you can use the Custom extra to represent it without having the unwanted character appear...
