Making Uncommon Ancestries Available to Players

Hi there!
I have the advanced players guide and I'm able to create a tiefling and PC on my side. I have content-sharing enabled for our campaign, but my players still can't see uncommon ancestries. One of my players specifically is attempting to make a tiefling and it's been quite the Saga trying to get it to work for them. Does anyone know why I can see the tiefling ancestry, but my players cannot? I've reviewed permissions and processed updates but no luck!
 
Is the PC GM-owned, or player-owned? Content sharing only works with GM-owned PCs. If that's the issue, they'll need to transfer ownership to the GM and then the GM can transfer control back to the player.
