Making a feat that can only be bootstrapped.

In an effort to get around the limitations in the Ability Focus, I was wondering is there a way to make a feat Ability Focus (whatever) that cannot be selected in the normal fashion and can only be bootstrapped by a monster or template?
 
The best I found before was to put a Pre-Req on the Feat that made it not valid to be selected.

Though Mythic Feats can't be chosen so maybe see how those are done and excluded from the normal list of feats?
