Make off hand power attack normal damage

My Gm's house ruled that taking Double slice gives you full damage on power attack as well as ability bonus. I know I have to create a custom feat to do it, but I can't figure out where I need to modify it at.
 
You would need to run a foreach loop on all the off-hand equipped weapons. Then added back in half-power attack damage as a bonus to off-hand weapon.

Or just use an adjustment to give a damage bonus to just the off-hand weapon.
