its currently listed to be available for 'all characters' which makes it available to all classes and races. guess that was the easy blanket way to make sure any characters that needed access to it had access to it.
i can see the races in ultimate psionics all get the option but i don't know if there are others outside of that that will. suppose we could change it to just those races but all classes...

My original idea worked great as only if you have a specific racial special bootstrapped would it appear. But the source on it caused saved issues. I am working on a fix that will be in today's release.
