Limiting total points through scenarios

Is it possible to do this?

Confrontation has a set of scenario packs that have points limits. I
was just wondering if it was possible to set up a mode for each
scenario that would limit the total points without the user doing the
change themself.

After reading this, it sounds kinda stoopid. But, if it's possible,
I'd like to be able to do this through ArmyBuilder instead of putting
my faith in the user ;-)

Try using a race attribute like this:

ulmt:type=?-max@points=2000-mode=whatever

That's what I was thinking to use with the categ keyword, only I've
got 6 or so categories and I want to limit all the categories to a
certain amount in total. So, is it possible to put in say a comma
separated list of all the categories and have all their points total
to be less than or equal to an amount?

like:
ulmt:categ=x,categ=y,categ=z-max@points=500-mode=mymode

I'm afraid that's not currently possible. If you want to limit the total
cost of every unit in the army, you should probably use the method I
described above; otherwise, add a type (perhaps using an option with
'glob') to every unit of the categories you mentioned, and use that in the
attribute instead of '?'.
