Level 0 Characters

I recommend you talk to the publisher of this book about creating an add-on for this book in Hero Lab. There are so many 3rd party books out there that we can't handle them ourselves.
 
Is there a way in Hero Lab to create a level 0 character?
You maybe be able to do stuff with adjustments. I don't know the exact rules but assuming your need to reduce skill points or HP you can do that. My adjustment's addons has even more features. One that is coming out is the ability to disable a class ability also.

We would need more details of what your trying to accomplish as it could be done either through adjustments or the editor.
 
I'd like to disable all stat and race bonuses, basically making the equivalent to a child. As he or she are apprenticed (or whatever) and the person does the menial things that eventually lead to them gaining experience in their chosen path(s), this person, once getting to level one, would gain them all back, but now this person actually has time playing in character, not just creating the background as most people do. It allows for much better roleplaying and a better background creation that's more of a living, breathing thing.

My adjustment addon has the ability to disable a Racial Special (ie race bonuses) called "Racial Ability, Disable".

For stats I assume you mean ability scores. If so you may want to try "Ability Score Damage" as it will allow to have the ability score stay the same but lose its bonus. For example say you have a 16 Str you put in a "Ability Score Damage" adjustment and select strength and give it a 6. The ability score stays at 16 but has a bonus of +0.

Those are some ideas based on what you mention....
