Just wondering, is there an official Green Ronin reason that I've missed that explains why HL doesn't include "Lasting" as an outgrowth of the Power Extra: Duration or perhaps something one can tack on separately? :confused:

I refer to page 70 of 2nd Edition M&M.

On the off hand, I'd say it's because there's no legal way to apply Lasting onto a power or, for that matter, remove them. Either it is or it isn't. As per page 114 and 126 of the Core book, You can only adjust Duration along the spectrum of Instant, Concentration, Sustained, and Continuous (and may apply the Permanent Flaw to Continuous or Continuous Extra from Permanent).
