Kingdom Support - how to use it?

I have ultimate campaign. I have kingdom rules checked. But I dont see any tab for creating kingdoms, or anything like that.

I do see investments.

Can someone point me how Kingdom support works?
 
On the configure hero form, when creating a new character, choose "Kingdom" instead of "Hero (PC)" or "Non-Player Character"
