You can't add a program carrier to an RCC or to a commlink. I've seen this interpreted both ways but if nothing else there should be an optional rule to allow a program carrier with a cyberdeck program on an RCC or Commlink as most Shadowrun 5 tables I've been at do allow a program carrier to run a cyberdeck program on a commlink.
