Is there a way for gear to give skill bonuses?

I'm working on adding Aurora's Whole Realms Catalogue to my PF database (doing some conversions to PF, too) and some items give +1 bonuses to skills. I can't find where to put such a thing on gear...

Also, I'm doing the rope ladder... and the weight and cost is all based on how much ladder you buy. It's sold in 2 ft. increments, and is 1 sp/4 ft.... I don't think HL can handle this... I may just have to put a few different options there.
 
Have you looked at how items like the masterwork thieves' tools apply their skill bonuses, and at how rope that's bought in 100' increments is set up?
