Inner Sea World Guide & Ethnicities

It appears that you can only use Ethnicities when the "Inner Sea World Guide" is active. (It took me a while tonight to work that out!)
Is there a way to activate or use Ethnicities WITHOUT turning on the I.S.W.Guide?? Otherwise I'm left with hiding some extra stuff that I don't want.
