M&M 2nd ed. Initiative not sorting properly for matched scores

I can't swear this happened since the last update, but currently in the Tactical Console, tied Initiative scores are being resolved according to order in the portfolio rather than by Dexterity (worth noting that if Dexterity bonus are tied, it's random). :) Hopefully an easy fix.
