In my experience, there aren't enough rules lawyers who visit this forum that "is this a bug" threads get answered in a timely fashion. So, if you're not sure, I recommend either asking on a more rules-focused forum, or just submit the bug report.
 
I cannot, in good faith, recommend anybody go to Dumpshock. There is a lot of bitterness, bile, and general negativity there. If you have a rules question head over to Catalyst's forum (landing page for the site is http://www.shadowruntabletop.com/). You can get all the information you're looking for with significantly less drama.
 
Yeah, Dumpshock is a pretty toxic forum. In addition to Catalyst's forums linked above, you can also try the Shadowrun Universe forums located here: Link
