Idea: Change log thread

With the continuous changes being made to HLO it would be good to have some kind of change log thread, where all the single threads about changes IE 2018-12-17 Update - Build 7FB7E78 are tied together. Its fairly easy to miss a change/update if you are not keeping up with it very regularly.

Not sure if it can be done here, but create a "HLO - Change Log" thread and only have LW Staff post to it, when they post a new sticky.
