How to create high level weapons and armor

I can't seem to create anything other than a basic weapon, I get errors such as Runes applied 2 over a maximum of zero. Same kind of thing for armor... what am I missing?

Does your weapon/armor have any potency runes? Adding those creates the slots to add property runes.
