Ok Searched the forums, went through all the racial properties and hindrances of all the data files I have and searched the docs first - How do I limit the character's Smarts to d6?
 
Look at Weakened Attribute under Racial Properties for an example.

You'll want to set the field[trtMaximum].value for the Smarts Trait at PreTraits 5000.

hero.child[attrSma].field[trtMaximum].value = 3
