How do I create a lucky/exceptional attribute I can combine?

I don't agree with herolabs interpretation of these two attributes so I'm trying to create a house rule that will let me give a character both lucky and exceptional as long as exceptional isn't used for lucky as per my reading of it. That is . . .

Willpower + Exceptional Attribute and Edge + Lukcy = legitimate.
Lucky + Exceptional Attribute and Lucky = Not allowed.

Could someone walk me through the steps to set this up please?
