High Marshal Helbrecht Standard Bearer?

I noticed that in Helbrecht's Command Squad only a neophyte can be a Standard Bearer. Is this a flaw or an interpretation of a rule that has been included in the software?
The rules in the Codex states that I can choose a command squad as normal. Also I “may” include neophytes. So if I choose “not to include” neophytes I should be able to have an Initiate Standard Bearer.
 
It looks like an intepretation from the maintainer, but after reading the entry I can see your point. As per the AB40k files info, and the sticky posts in this forum, all bugs should be posted on the AB40k.org bug tracker. I've opened a new ticket there for this one.

I was not sure that this is a bug. I leaned more towards that this was the intent of the software that might not reflect the actual rule.
Even so, this program is nice!
