Help with Scrollmaster

I am currently making a Scrollmaster Wizard and am trying to get the Scroll Blade and Scroll Shield abilities to work properly. The Blade is pretty easy, just add a custom Short Sword with the appropriate enhancements and add proficiency through the adjustments. But the Shield is a little more tricky, since the Scroll Shield has no ACP, Max Dex, Spell Failure, etc. and I am not sure how to change those values without using the editor.
