Having Issues with Magic Item Creation

Hello everyone,
I was wondering if anyone could give me a hand with an interesting item my DM gave me... I can do part of it, but not sure how to do the rest.

ADDED: sorry, forgot to mention it's a Pathfinder game

It is a Steel Heavy Circlet, set with diamonds, with a Hexagonal large diamond in the center that acts as a setting change.
= first setting is a +2 to a mental stat
= second setting is a +4 to a mental stat, with a -2 to another stat
= third setting is a +6 to a mental stat, with a -4 to another stat

Any assistance would be GREATLY appreciated,

Give it an incrementer on the In-play tab, with a maximum value of 3. Depending on the number entered, set the bonus and penalty into fields, and create either one or two selectors.
