Handling multiple custom abilities?

The Astral Construct Psionics creature is one summoned through a Psionics power. It can rank from level 1-10. Depending on the rank of the Construct, custom abilities can be chosen from 1 of 3 menus. Menu A is lower level abilities, Menu B is mid level, and Menu C is higher level abilities. A choice from Menu B can be exchanged for two choices from Menu A, and likewise, a Menu C option can be exchanged for two Menu B choices.

It seems to me that an Eidolon is a similar creature. A couple of related questions:
Has anyone used the Eidolon as a basis for something like this?

Is there a way to hide the Eidolon companion races and only display the new Astral Construct races when applicable?

Forget the Eidolon mechanisms - you won't be able to get at them for a normal race.

Racial Custom Abilities offer the option to make them point based. So, it sounds like you want the C's to all cost 1, the B's to cost 2, and the A's to cost 4. Multiply the number of selections it offers from each list by those same numbers, and add them all together. That way, two A selections cost the same as a B, and two B selections cost the same as a C.
