In our house rules, every character is eligible for a specific feat as long as (s)he meets the prerequisites.
The feat should be "for free", thus not impacting the number of available feats from classes or level gains. How can I achieve this?
 
well - that's not what I need: if I follow your advice, the player could choose any feat. I want him only to be able to pick "the" feat.

Then you will need to use more advanced methods. Specifically maybe a Configurable bootstrapped to a Mechanic. Then you can set the configurable to give a single feat and list out the feats that are allowed.
 
If it is the same, specific feat for all characters, then you could just bootstrap that feat to the mechanic. If each character can pick a feat from a small list of valid selections, the configurable Shadow recommends is probably your best bet.
