File oranazation question

I have a number of user files that are singular or some time have more than one file grouped together and it makes it hard to find files to work on them. how could I split files grouped together into single files then put all the single files into one master file.
 
You can open .user files in any text editor to see the raw XML and cut and paste things around into different files as necessary.
