At present, data files and decks are completely separate entities and
cannot be mixed within import files. It WOULD be possible to package up the
preconstructed decks as a SEPARATE update that users can download and
import (just like the Scrye deck collections).

I've put this on the todo list for a future release. However, it won't make
it into V1.2.
