Yes. Are you just trying to create a character in FATE Core, or are you trying to adapt a source book?
EDIT: I'm just going to attach this as a file, because I don't want to go through all the HTML formatting to make it look nice.

Alternatively, if you just wanted to adjust this per character, and not for the whole campaign, you could click on the "Personal tab" for that character, then at the bottom, click "Add Permanent Adjustment", select "Skill Pyramid Peak" (or any of the other skill adjustments, as appropriate for the character), click "Add", then modify the adjustment with whatever number you desire as a bonus or penalty.
