Faerie dragon familiar Int

Can't find my first post, maybe I hit the wrong button.

So, why when I choose a faerie dragon for an improved familiar does it bump its intelligence up to 24? That's a difference of 8 points. It also says it spent 17 ability points to do so.

I had always heard that a familiar that starts with more than animal intelligence only gets smarter when the Int on the familiar table surpasses the base Int of the familiar. Which should never happen to a faerie dragon who starts with a 16.

Is it adding that table to the dragons base int?
