The Chaos Cultists and Vehicle Design Rules are chapter approved
additions.

The Land Raider Crusader is from Codex: Armageddon. The article only
shows
which units from Codex (Chaos) Space Marine that can be used. The
chapter
approved and Codex: Armageddon are "in addition to" the codex.
In the Chapter Approved Compilation, it is stated:
For Cultists, "Any Chaos Space Marine army may include units of Chaos
Cultists..."

Space Marine Army." That is what we are talking about. Look at the
heading of any of the below mentioned Legions and you will see "Iron

Marine Army." And if they had their own 32 page codex, I would bet that
on the cover it would say : Codex: Iron Warriors or something.

I think Emperor's Children, Night Lords, World Eaters, etc... all count
as
"Chaos Space Marine armys".

I didn't find a specific quote for VDR, but basically any army may have
VDR
vehicles (with opponent permission), even though the IA article doesn't
mention it. It doesn't make any sense to limit VDR to only Strict Codex
armies.
In Codex: Armageddon, it is stated:
For Land Raider Crusader, "Other Space Marine Chapters may take Crusader
pattern Land Raiders, but their greater rarity outside the Black
Templars
Chapter means that other Chapters are limited to having a maximum of
only
one."
If all chapters have access to LRC's, then they should be allowed to the
IA
chapters as well.
So, as I stated, for the same reason as VDR and the Land Raider
Crusader,
Cultists are allowed in ANY chaos army.

Well, your creating the datafiles, so your interpretation is what will
rule the day, but I must say, that you are incorrect. Cultists are not
allowed in any |Chaos Army|, they are allowed in any |Chaos Space Marine
Army|.
Again, thanks for working on the datafiles, I just am not looking
forward to having to explain this to every person I play that takes the
AB files as law =] Not that it will be much of a problem for
long...soon we shall have the Codex for all of this and then there shall
be no grey area.
Anyway, just wanted to hear your take on this.
