Encounter Library is always empty

I am trying to create a custom Encounter Library; I have structured my directory like this:

Homedir > Campaign > cover.bmp
Homedir > Campaign > Act 01 > Episode 01 > Bad Guy 1.por
Homedir > Campaign > Act 01 > Episode 01 > Bad Guy 2.por

I then open HLExport and go to File > Create Encounter Export and point it at the Campaign folder. Then I save it to Homedir > Campaign.hl and specify:

Major Version: 1
Minor Version: 0
Folder: pathfinder
Third Party ID: Test


This dialog seems to indicate everything went fine. I close all Hero Lab windows and double click my new .hl file, and it reports all went well with the import:

Import Results OK

But then when we actually VIEW the Encounter Library, there's nothing in it:

Empty Library


I have tried several different times, trying different varitions on creating the .por files, but nothing seems to work. What am I missing? Is there some way to view/dump/debug my locally built encounter libraries?
