In the campaign I'm in, I was awarded a scaling custom item called Divine Warprayers of the Dawnflower. I'm a Warpriest Evangelist and we were confused how perform oratory isn't a class skill for an evangelist.

Anyway, the item the GM created was based around the scaling item "Glorious Gorget"

Glorious Gorget

Price 5,000 gp; Slot neck CL 8th; Weight 2 lbs.; Aura moderate enchantment; Scaling prize

This gilded neckpiece is inlaid with sunstone and diamond and engraved with wreaths of laurel. The wearer possesses great eloquence and gravitas, gaining a +5 competence bonus on Diplomacy, Intimidate, and Perform (oratory) checks.

10th Level: The wearer's speeches can fill her allies with purpose. As a full-round action, she can attempt a DC 20 Perform (oratory) check to affect all allies who can hear her with good hope for 1 round. If she fails the check, all allies who heard her ineloquent speech cannot benefit from this ability for 24 hours.

12th Level: The wearer can improve someone's attitude up to three steps when using Diplomacy. When she uses Intimidate to influence someone, she can present herself as glorious and powerful without threatening them, causing the attempt to operate like a Diplomacy check to influence instead.

14th Level: When the wearer uses the gorget's good hope ability, it lasts 1 additional round for every 10 by which her result exceeds the Perform (oratory) check DC. Once per day, she can extend the duration to the full duration of good hope.

The custom addition he made is that if they're not already, diplomacy, intimidate and perform oratory become class skills.

My question is: is there a way to do scaling items in hero lab? if not, its not the end of the world, as i would just list the scaling things in the description.

second, i don't know how to set those things as class skills in the custom item builder, as well as give +5 to those skills.

Could somebody explain to me how to build the above item in herolab?

Assuming this works just like the Unchained version of scaling items which it appears it does.

I would recommend reading the Glossary of Terms for the Editor. Then check out FAQ#2 for all the places to learn about the editor including YouTube videos.

Your item looks pretty similar to other scaling items from Unchained. I would do a "new copy" in the editor to look how LW did it and then mimic the same behavior. Take a look at Glorious Gorget scaling item in HL.

Most of those abilities look like they are simple "text" based ability and will require no scripting. To do the scripting for the skill bonus I would look at the scripts on Traits as Traits almost always give bonuses to skills.
 
I've managed to create my custom item through the editor and saved it on my pc, however when i opened my portfolio on the ipad app, it removed the item in question. is there an additional process i need to do to transfer the item with the portfolio?

You have to load the .user file onto the iPad now. See THIS LW article on how to do that.
