Dual monitor issues

I tried searching the AB forum, and didn't see this as a reported issue.

On my dual monitor system, the tooltip popups are prone to show up in the wrong place, on the wrong monitor, if I've moved the army builder window from it's initial location.
 
Colen and I were just discussing this issue yesterday. We think that we've mapped out a solution to it, but we won't know for sure until we give it a try. Dealing with multiple monitors brings up some major pain-in-the-keister situations, and we're trying to identify/resovle them for the upcoming V3.1b release.
