Dragons a Hero choice for Dark Elves?

I was building a 2250 list with a Dreadlord on a Dragon, two sorceresses, and a death hag. It said I had too many characters until I deleted the dragon. The army book doesn't say that the dragon counts as a hero choice though. Is this a bug or am I wrong?
 
You're wrong. Bottom of page 91 'A model mounted on a black dragon (including Malekith) or a master mounted mounted on a Manticore takes up one additional hero choice.'
