Try this... since tlmt has a thereshold, it should work
tlmt:limitedtype-unit=0@max [limit the army overall to 0 units}
tlmt:limitedtype-unit=0@max+1/1000@2000-thresh=1999 {override the base rule @ 2000pts}
I haven't tried this, but it should work. I used 1999 as a threshold because the tlmt description says that the limit comes into effect when you exceed the threshold. This may not be necessary, you may be able to use 2000. If you get one too few units, set the 0@max to 1@max
