M&M 3rd ed. Device with a Flaw

So there I am... crafting a Green Lantern ring and I realize that I don't know how to add a Flaw to a Device.

When I select Device, I don't see where to add a Flaw. Specifically, I was looking for the Flaw of Restricted.

Am I missing something here?
 
Restricted actually seems to be a 1 PP feature by the Firearms Gadget Guide.

You would just add it as a power and account for it in the cost.

As for how to generally Flaw powers in it, you apply them to every power where it makes sense.
