Deception Skill Question

Sorry if this has been asked, but when I click on the Deception skill the first entry after the Ability Score Modifier says:

Situational bonuses and penalties: Lie to Me: +2 circumstance bonus vs a target that failed to Lie to you or you successfully used the Seek action against.

Also, there is a toggle for the Lie to Me feat that adds +2 to Deception, Diplomacy, Intimidation, and Performance.

Can anyone tell me where his +2 circumstance bonus is spelled out in the rules? I looked under the Deception skill entry and the Lie to Me feat in the rulebook and I am not seeing any mention of this +2, am I missing it, or is it listed in another place?

Thanks in advance for any help.
 
My guess is that it's an accidental leftover from the playtest version of the rules, and so should probably be reported as a bug.
