Datafile authoring standards

Are there any set standards for Datafile authoring?

I mostly use my AB list in preference to diving through rulebooks for stats and rules, etc. but recently in typing up Ork lists for my school club there are many rule/item entries marked C:O p whatever - referring to the entry in the relevant rulebook.

So it's mostly from this perspective that I ask the following "Is it expected that some items/rules are referred to in the relevant book, or should all rules/items have their descriptions typed out in full? Or is it at the discretion of the datafile author?"
 
Well from what I've read over the years authors don't put all the rules into the data files as to not get the game companies all hot and bothered over Army Builder. It's always expected that the person should have the core book as well as any other books associated with their army. I think the main thing that the authors make sure is that the stats are correct and the point costs are correct and of course the composition rules are correct.
 
Indeed. We want Army Builder to give you enough info to remind you how things work at the game table, but we still want to keep the game companies happy by having our users buy their products.

AB is meant to be a play aid, not a rulebook replacement. :)
