Data file "New Thread" button missing

I am not sure when or why but there is no button to create a new thread in the Army builder data file forum. Just wondering why or were it went to?
 
I just checked all seventeen data file forums and they all have New Thread buttons as far as I can tell. Where exactly are you seeing this error?
