Is is possible to make our own custom portals for new classes and monsters that the current configurables don't quite work?

I am specifically thinking of a "magic item" that allows one to add a spell-like ability (instead of adding a specific template for a each unique creature) as well as the Eye King template from the Advanced Bestiary which allows one to choose a number of eye rays each with a different spell-like ability. In each of theses cases I want the user to be able to choose which spell is the spell-like ability and bootstrap that to the character. Since we cannot bootstrap via. scrips, I figure a portal would be the way to do it.
 
If they didn't give you a limited list of spells to choose from - one that's reasonable to add with helper selections, then this isn't an option. There are too many things in the core files that wouldn't know what to do with a new set of spells that just appeared on the character.
 
Also, why not handle this like the Roge's Minor Magic ability? Just use a drop-down and get the SpInfo tag from the spell?
