Custom Monsters - over-riding ability score maximums

I'm trying to create a customer monster.

When I try to increase an attribute above 20, it displays as, e.g., 21/20 and does not calculate to-hits and damage according to the desired score (21).

How do I override this behavior so that a custom monster can have ability scores greater than 20?
