Cursor Key Navigation

I don't know if it's a bug or expected behaviour, but navigating content within a Topic is frustrating.

If I click on the content, then I can use the cursor keys to move up and down through the long content, scrolling up and down as required.

However, if I accidentally cursor up past the top of the content, the focus is moved to the edit buttons. This is fine, except moving the cursor back down just cycles through the edit buttons. I have to mouse click into the content to get back to scrolling content.

It strikes me that any keypress should be reversible with the opposite keypress. If I hit cursor up to get out of the content into navigation, then pressing cursor down immediately should get me back into content, not infinitely scrolling though the nav buttons.
 
I think this is more deserving of a bug report then a feature request, but I've noticed that issue as well and if it needs to be a feature request consider this my +1
