Cross-Blooded Sorcerer (Elemental)

I've been trying to build a Cross-Blooded Sorcerer with the Orc and Elemental bloodlines.

While selecting their bloodline powers I have been unable to select the 9th level ability Elemental Blast.

So far I have been choosing just the elemental bloodline powers... but I noticed that the Elemental Resistance bloodline power that should be available at level 3 can't be selected.
So without being able to select that for the chain it keeps me from accessing the level 9 power later in the chain.
