So I'm trying to figure out how to create a creature that is of a different level than HL sets it at when I pick what creature I want. How would I go about lowering or raising the creature level to be viable for what I want to use it for?
 
If you want to make a creature tougher, you can add class levels, extra HD or templates. Unfortunately, if you want to make it weaker the options are limited to a few templates or building the monster through the editor with less HD.
 
I guess you could use the custom bestiary monster creator instead. Perhaps that would be more to your liking? Or, if you'll be at GenCon, come to my beginners intro to the editor seminar.

Where would I find the custom bestiary monster creator?
 
It's part of the Bestiary 1 package. When selecting a race, choose "Bestiary Monster Creation", then you can do things like choose the number of HD the race has, what it's type is and whatnot.

The main limitation is that the resulting race isn't easily reproduceable, in case you want to reuse it later. This can be worked around by creating the race in one portfolio and then starting a new portfolio to import it into as many times as you like.
