So, I've selected my metatype as Ursine Shapshifter, but I can't find where I select what race I shift in to. Where is it?

On the Basics Tab, once you've selected your Shifter type, under Metahuman Abiliities.

It will initially be in red text, just click on the edit icon and a pop-up box appears allowing you to choose your metahuman type.
 
Looks like a bug

Looks like a bug. When created using Sum To 10, Shift does not appear under Metahuman Abilities.
