Creating a new class versus an archetype

Hello all, I have been trying to create a class which is a variant of the Monk. Its basically an adaptation of the 'benders' from avatar the last airbender.

My question is I was trying to create this from as an archetype from the monk class, but not sure if this is the right way to go about doing this or is it better to outright make a new class?

The class has different unarmed damage progression and different feats given each level, but other things are very similar AC wis bonus and style feats ans such.

Question 1) New class or archetype?

Question 2) How would I make a drop down menu or feature that allows the class to select one of 4 elements that would unlock the those element abilties/feats and powers only available to that particular element? (such as an airbender not being able to select earth bending powers)
