Complexity level

I find that sometimes, when I'm building a level N+1 character, which I do by duplicating and renaming the level N character, the complexity level (CL) at some point goes up. If I then delete the level N+1 character and rebuild it again in the same way, but without any "waffling" that I might have done (choosing an option and then deleting it and choosing another, for example), the CL drops, usually back to 1, but in any case no higher than the level N character.
Is there a way to get the CL to drop without rebuilding the file?
