is there a way to add the extra steed or extra warrior for the
chariots for the WFB data file? I'm unable to add them for any army
or to select scytched wheels or unselect them. according the the main
rule book you can add an extra steed or an extra warrior or sytched
wheels.

Those options are only available for the chariots that allow them in their
individual army books. The army book specific entries overrule any general
entry in the rulebook.

Also is there a way to add banners? My army books does not say that I
can't take them and the main book on page 127 states that I can use a
stanard or magic standard.

Does you army book specifically list them as an option? It's not a matter of
the book not saying you *can't* but you get them as options if your army book
says you *can*.
