Change default "empty group visibility" setting

Currently, the "empty group visibility" option defaults to "show always".

My preference is "Hide when filter active" and I would like to make it the default behavior when I use RW.
 
Does it? It seems to only remember it for the tab I'm in and not among tabs or between sessions, but I'll doublecheck. It seems that I have to keep resetting it.

EDIT: Nope. I can set it to "Hide when filter active" in one tab and it will not change to that default in any other already open tab. Nor will it be set to that in a new tab.
