Cannot export one character in a portfolio

I have a portfolio with eight characters.
I can export seven of the eight.

I cannot export Bob.

I can import Bob into a new Portfolio, taking him from the Portfolio that cannot export him.

The brand new portfolio with Bob freshly imported cannot export him.
