The traits Magical Lineage ( Scorching Ray ) and Wayang Spell Hunter ( Scorching Ray ) reduce 1 level from metamagic spell's so an empowered Scorching Ray should be a 2 level spell but is calculating as 3.

Is this a pathfinder rule or a bug?

Edit: The magical Lineage trait don't reduce the level, it's a bug.

Trait bonuses don't usually stack, which even applies to unusual options such as reductions in metamagic feats. Unless there's been a FAQ clarification that says differently, it looks like it's working as intended
